Reports to Senior Manager Terminal Procurement

Overview:

As Procurement Manager, you will play a pivotal role in shaping and executing procurement strategies across terminal and port services in the Middle East region. This role requires strong commercial acumen, data-driven decision-making, and the ability to influence senior stakeholders to deliver cost efficiencies, supplier innovation, and sustainable sourcing outcomes.

Responsibilities:

Strategy & Market Intelligence

·         Develop and implement procurement strategies and playbooks for terminal and port services, leveraging supplier market intelligence and scenario planning to anticipate risks and opportunities.

·         Translate market insights into actionable strategies that support regional and global objectives.

·         Act as a trusted advisor to senior stakeholders, providing data-backed recommendations to guide sourcing and supplier decisions.

Supplier Management & Performance

·         Build and manage long-term supplier relationships with a focus on cost efficiency, service excellence, and joint value creation.

·         Lead competitive supplier selection based on total cost of ownership (TCO), quality, and sustainability.

·         Monitor supplier performance through KPIs and structured review processes to ensure consistent delivery of service and quality standards.

·         Embed ESG and sustainability principles into supplier evaluation and selection.

Commercial Execution

·         Lead tenders, negotiations, and contract management, ensuring compliance with procurement governance and alignment with business requirements.

·         Deliver measurable cost reduction and service quality improvements, supported by robust financial analysis and reporting.

·         Ensure contract compliance and mitigate risks through effective governance and escalation management.

Analytics & Reporting

·         Use advanced analytics and data-driven insights to identify opportunities, optimize sourcing decisions, and track savings performance.

·         Provide accurate forecasts, budgets, and cost reporting to regional and global leadership.

·         Drive continuous improvement in procurement systems, processes, and reporting transparency.

Qualifications:

Education & Professional Background

·         Bachelor’s degree in supply chain management, Business Administration, Logistics, Economics, or related field (Master’s preferred).

·         Professional certifications (e.g., CIPS, CPSM, APICS, or equivalent) are an advantage.

·         6–10 years of progressive procurement experience, preferably in shipping, ports, terminals, or logistics.

·         Demonstrated experience in category management, supplier performance management, and contract negotiations at regional or global level.

Technical Skills

·         Strong knowledge of total cost of ownership (TCO), procurement best practices, and category strategy development.

·         Proven ability to use analytics, data modelling, and market intelligence tools to support decision-making.

·         Proficiency in procurement systems (e.g., Coupa, SAP Ariba, or similar) and advanced Excel/BI tools for reporting and analysis.

·         Familiarity with ESG frameworks and ability to embed sustainability into sourcing decisions.

·         Solid understanding of financial reporting, budgeting, and forecasting in a procurement context.
